 Portsmouth, O., June 8 - (AP) - city council today granted a 20-year gas franchise to Edward T. Slayer and M. B. Layton, of Washington, Pa., the rate to be 40 cents net for the first five years and 45 cents for the next five.

  The council and the gas producers, it was decided, then will fix a rate for the next ten years on the basis of the company's earnings.

  The new company leased 14,000 acres of ground in Scioto and Pikecos, and W. J. Murphy, of Newark, O., is drilling the first well.

  The Portsmouth Gas Co. now supplies gas to the city at 55 cents net, buying its supply from the United Fuel Co.
