Officials of the Portsmouth works of the Wheeling Steel Corp. announced today 18 of its sheet mills will resume operations Monday and its blooming and bar mills Thursday, next week.

They said the working force will be increased from 2,000 to 3,500. The mill was closed from July 1 to Nov. 1 because of labor difficulties.
