COLUMBUS, O., Sept. 14--(AP)--Dr. John Collins Jackson, 83, of Portsmouth, is acclaimed at the Ohio Methodist Episcopal church conference in session here as the oldest minister in attendance.  He is a grandson of the Rev. John Collins, founder of Methodism in Ohio.  Now retired, he is a former superintendent of the Columbus district.
