PORTSMOUTH, O., Jan. 15 - (AP) - Police Chief Harry Sheets ordered all "bookie" establishments here closed today as an aftermath to an assertion by Prosecutor Marvin A. Kelly that former Deputy Probate Judge Earl B. Cookes, whose accounts recently showed an $8,224 deficit, played under the races. Cookes is held under $5,000 bond pending grand jury investigation.
