COLUMBUS, O., AUG. 21- Elmer Adkins, former employe of the city of Portsmouth, today started a supreme court appeal in an effort to enforce a claim against the Ohio industrial commission for the loss of an eye which, he said, was the result of an accident.

Adkins declared he was injured April 6, 1931, when clipping tar from brick on a street gang. Particles of tar or cement struck his eyes, he said. The Scioto-co courts held in favor of Adkins, but the court of appeals reversed the judgment. Adkins charged error in his appeal to the supreme court.
