PORTSMOUTH. O., Dec. 22-- Nearly every county jail has a kangaroo court but not every kangaroo court gets the blessing of a county grand jury. Today the Scioto-co grand jury reported an unqualified endorsement of the kangaroo court in the county jail here. The prisoners maintain the court for self-government and for fun.
