A Man Found In a Skiff with his Hand and Feet Tied

Portsmouth, O., April 19

The police rowed to shore a floating skiff in which Frank Lyons had been placed at some point up the river without oars and his feet tied and almost beaten to death.

A note pinned to his shirt read:  "This is the way we get rid of such scoundrels as you."  He was sent to the city hospital.  He claims to be a machinist of Huntington W. Va. but can give no coherent account of what happened to him.
