PORTSMOUTH, O., Sept. 28 (AP)
Representatives of all civic organizations voted last night to seek a $100,000 bond issue to finance the city's share of increasing the height of the Ohio river flood wall.
They will ask the city council to place the proposed issue on the ballot for a referendum in November.
The new flood wall would protect Portsmouth, Sciotoville and New Moston to a flood stage of 77 feet, as compared with the 62 foot protection of the present wall
