Congress Will be Asking to Spend Fifty Million Dollars.

Portsmouth, O., Oct. 17,-(By Associated Press.)-Three hundred delegates are here to attend the twelfth convention of the Ohio Valley Improvement Association. Governor Harris welcomed the delegates. Congressman Randall, of Louisianna, was the principal speaker.

A resolution will be past today asking congress to appropriate $50,000,000 to cover the cost of the vast improvement. The work is to be carried on systematically and a greater portion of the appropriation will not be needed for several years. Colonel John L. Vance, who has been working on the project, is here and will preside over the convention.
