Lowlands Flooded

Portsmouth, O.,  April 23. - Portsmouth heaved a sigh of relief when assurances came that the Ohio River is not likely to exceed 55 feet here.  The cellars of wholesale houses on Front Street are flooded, and two feet more puts the water on their first floors.  The dikes have remained intact and the water kept out of the central portion of the city, where many business houses are located.  Reports from the county below show all the creeks are running high and flooding lowlands.  The famous Scioto valley corn lands are largely under water and some are forced from their homes.
