OBERLIN, O., Sept. 26.--(AP)-- Colonel A. L. Mercer, of Portsmouth has donated two new annual scholarships worth $150 each, Oberlin college announced today.  A junior presenting the best on "Economics and Peace" and the senior with the best essay on "Economics and the Stabilization of Business" will receive the awards.
