60 Workers Recalled

 PORTSMOUTH, O., Aug. 19 - (AP) - The Norfolk and Western railway recalled to work today some 60 car repairers and laborers laid off last February and advanced 60 present employees to higher positions.  Officials said the increased force was required by gains in freight shipments, particularly coal and steel.
